I've been trying to figure out how to turn persistence on on my server... let me know if you figure out more about this.

Yes, and read the dev hub.. its up top, click it and read the updates from the past 6 months to get caught up. ;)

You cannot. 

 

Persistence is not on stable build yet, outside of a few official servers that are broken in every sense of the word. It will be on the next patch, but still may not be fully global at that point.. meaning server owners may still not have persistence. But its the plan for it to go across all hives on the 0.49 patch coming soon. :)
