how then does one access keys to get themselves out of handcuffs?

Or are keys just for everyone else who isn't cuffed?

In that case there's zero reason for me to carry keys, and just wriggle out once cuffed?

This, yeah it's pointless to carry keys unless your planning to handcuff someone and then later let them go.
