Do server admins really understand what GMT/UTC time is?

The reason I ask is that I have found that most of the servers that list their times in GMT or UTC + or - a certain number of hours aren't correct. For example I joined a server tonight that said "GMT +5". At the time it was 7:00AM GMT time, so +5 means it should have been noon on the server. When I connected it was 11pm according to my in-game watch.

Many many many servers are like this, with incorrect server time descriptions.

My question is.. why? Am I not understanding how the server times function or am I correct that server admins just don't understand how GMT/UTC time works?

I've noticed that whenever an alternate timezone server I'm on restarts (and they do at scheduled intervals), they change to their default timezone, which is almost undoubtedly night when I play.

Yeah definitely a big issue because I live in the midwest and a couple of the Atlanta servers and chicago servers I join in the early afternoon 12pm-3pm will be night time and I'm like wtf is there an atlanta, and chicago on the other side of the world I don't know about lol.

Well, for what it's worth, if any server admin is reading this thread, check this website and fix your shit... lol

They don't start teaching GMT/UTC time until the 5th grade...

The problem is servers running for a long time will end up having time that's way, way off when first joining. Servers need regular restarts.
