"Friends" in server list

of course it is. check your filters. 

and it's not a friends list...it's a list of servers friends of yours are playing on

Yes, I use it all the time but be aware it does not show which friend is playing on which server.

Best way is to open your Steam friends list while the game is open, choose friend and use the "join game" option.
