How can you change the Video settings without ENTERING the game?

Hi, My friends computer has recently broken which he is now using a older computer to run the game, However on default his settings are on ultra making it so he cannot change any setting in the game since it is so laggy, So How do you change game settings WITHOUT entering the game?

the only way to do that is i imagine going into the files where the properties and stuff is at? otherwise i have no idea.
