Is this a bug?
I can never find any servers with more than 10/40 listed.

 

 

EDIT: Yup. Settings were changed and I didn't realize it. /noob

The only filter option is "do not show full" servers.

Is 10 players considered full?

You can set the minimum and maximum number of players as well. I'm assuming your maximum number of players is set to ten.
