Sorry for the late reply, but I think this feature was in the game but it didn't have any effect. For example you would clean the rags but nothing would happen. So I think they recently fixed it.

Ah I see. I haven't really bothered carrying alcohol tincture, since that first time I stumbled upon one and, alcoholic as ever, I promptly drank the stuff which of course caused me to become sick and die.
