At the start the guy was against the wall - and due to a clipping bug appeared to be partially in the wall, but staying against the wall isn't hacking, bugging, etc. Also at the end nooone was in any wall, there was a guy standing in the back hallway and another guy using 3rd person smartly to see him while still standing on the stairs - that's just how 3rd person works, the guy at the top of the stairs should have known that's a place where he can easily be seen and shouldn't have used that as the place to defend himself.
