Because the the x51 are the NATO version, and there were no x51's back then. Did they change the x54s to x51s for some new weapons, and then add new x54s? No, the flagship ammo they originally had was 5.56x45 and 7.62x51 since there are the 2 most common NATO rounds, making the ammunition usable in a plethora of weaponry. Rather than adding in a 7.62 rifle that should be controlled by a central data base (which we dont have yet), they just made the Mosin use the ammo. Eventually, they will add in the appropriate ammunition (most likely whenever they release the SVD as it uses the same ammunition). Does it go boom? yes, then I will shoot it. I think the majority don't care about ballistics and whatnot. They just want to find guns, magazines/clips, and ammo. If they match, all the better.
