what happens to things built off-map?

 is it standard practice to not allow players to build bases outside of the map area? and also, I was wondering about tents? Could you put up a tent outside the map area and expect it to stick around?

2. no. Most servers eat stuff out of the map borders.

Most servers I play on prevent your from getting on the small islands out of the coast by killing the player if they touch the ground.
