Quality keeps getting lower.

So, for some reason, my game keeps lowering it's quality, like it was constantly lowering and raising the 3D resolution. I tried everything, but not only it makes the game look bad, but it doesn't change the FPS either.

 

I want to know if that's a feature or if there is some way of stoping this, it makes looking things from far away very difficult because the quality keeps getting low. Any ideas?

 

EDIT: After the most recent update, I am able to play this game on very high and still get 40FPS, so I don't know why it lowers the quality.

My guess would be like in most games there's a config.cfg or video.cfg that is read-only, so it gets changed back after every restart.
