Experimental - Police stations and medical centers not spawning loot?

Today I've checked out 5-6 police stations, and 2-3 medical centers. All on the same server, with several server restarts inbetween. The server never had more than 6 people online, most of the time there were maybe two guys on other than me and my friend.

 

Anyway, I didn't seem to find any loot in any of them. This was on near empty servers, in areas that hadn't been looted (unless someone actually closed all doors in all towns after looting).

Anyone else noticed this, or is it just me having bad luck, somehow? :P

Yeah loot tables are being worked on, just start searching in unorthodox places.
