How about riding lawnmowers? They don't go exceptionally fast and they're noisy but it would serve well as a desperate escape vehicle. They would damage and destroy items they run over and they could cause major damage to any player who's tied down on the ground.

Seeing someone escape a firefight on a John Deere lawnmower would be the funniest thing ever to watch. I'm not sure how many people in a poorer post-Soviet economy would be able to afford such lawnmowers over hand-pushed ones and simple tools like trimmers, but it would still be funny as hell (and cool as hell, instant death to anyone you run over)

A Russian Riding Mower is known as a Skoda with 2-3 push mowers mounted to the front, a pair of scythes mounted 2 inches off the ground on each side, and a bottle of vodka plugging a hole in the roof (also known as a cup holder)
