Can you get radios legitimately or only through hacking?

This might've been asked soooooooooooooooo many times by some noobs like me, but I can't find a proper answer. But my question is the tittle up there :P

If it's only through hacking, I ain't gonna hack, hacking is bad and sucks.

on standalone you can, in epoch it all depends on the server, some you can buy, or find on a zombie. really all depends.
