Absolutely not. This is not an RPG. This is not based around leveling up. Everyone is equal to each other, only their own personal skill (or lag) separates them.

yea but this is simulator and in RL not everyone could reload gun or change car engine without any help...

I support the idea of learning things from books, but simply '+15 to reload' is a bit hoaky, especially since there's no skills.  Maybe reading a medical journel so you learn how to cure different things (when other diseases are added).  Or reading a pilot's manual to learn how to properly start up a helicopter/aircraft.  Even crafting recipes from books (don't need the book to craft something, so once you know how you don't need it).  Cookbooks so you can learn how long you need to safely cook food/meat, and how to spice up food.
