"Read Note" Thing

Hey Guys.

Today i walked down the roads at Khelm, trying to find the way to the airstrip.

 

In this house here i found something weird upstairs.

It looks like something can't download.

My question is does anyone know what this thing might can be?

It looks like a blank piece of paper spawned just underneath the landing at the top of the stairs.  

 

What you're seeing is exactly what you see when you look at a piece of paper.  If you had a pen, you could have left a note on it.

Most likely a piece of paper bugged into top of the stairs.

Its piece of paper, written by a player or a normal piece of paper. It either didnt render to you or it just is a troll message with a single dot somewhere hidden.

As others have said, it's a blank piece of paper glitched through the top of the stairs. It's likely not a dropped empty note as you still have the "read note" option when right-clicking on blank pieces of paper. Drag a pen onto it in your inventory to write a message (this can only be done once, so if it is a blank dropped note then you won't have this option).
