so i'm downloading the new update , and my internet connection according to speedtest.net is ( A pitiful ) 2 MB/s , but on steam im only downloading at max 310KB/s . as you can imagine it takes very long to download anything and super frustrating , and ive made sure i didn't have steam limiting my download speed .

You think that is bad, where I live this update will take about 8 hours at a good speed -_-

when speedtest shows you have 2Mbps speed (small b = bits) it actually means your actual download speed is around 200-300kBps (big B = bytes)

 

8 bits = 1 byte :)

 

therefor, Steam seems to be downloading with max bandwidth for you.
