NO!  If they have the New Testament, Surely they can have WICCAN:  Standard book of spells Grade 1.  And the Torah.  And DianeticsBAHAHAHA!  I barely got that one out.  But sursly, I don't know the religious preferences of a fictional city-state?  Country?  Chernarus.
