2 Steam Accounts

Black Dynamite has it right.  You need to make a second Windows user, and log into that account (as well as use a different Steam account).

Hey man,

 

I was in the same situation as you before, I wanted two Steam accounts to play two different characters. Turns out I only had one shared character between them anyway. But, the trick is to have two separate Windows user accounts for EACH Steam account. So go ahead and make another user account in the control panel and log in to Steam from that account. So when you want to play your secondary character, use your secondary Windows user account and play from there. And of course when you want to switch back to your primary character, switch back to your primary user account.

 

And boom, different accounts having characters with different gear. Hope this helped!
