I think you should be able to do alot with this, Spears, bows, even crossbows, not only that but you could introduce a mechanism to collect old scrap iron/steel to forge weapons and even ammunition, ultimately ammo should run out unless more is being made, using old furnaces, this would be a good way to introduce some camps, if there were only 4/6 furnaces or something on the map, then you would have gangs claiming one as their own, and as gang battles are going to happen anyway it would give clear defensible positions.

 

Would also be cool to have an old weapons factory introduced to the game, but that would be a very dangerous place to go... :)

As long as it is not "modern" ammo. You can't just "make" ammo even if you have casings and projectiles ready. A cartridge is made of many parts and chemicals.

Simple projeciles as arrows or bolts, steel balls for slings etc. would be feasible with primitive tools and untrained people.
