I guarantee that if I take my 3/4 Hudson axe (not even a full size axe) IRL, and rather gently tapped you in the head with it, you would 1) get a huge fucking bruise 2) probably have some sort of brain damage, and 3)be bleeding everywhere. Axes are brutal; I had a full splitting axe come up and whack me in the face when it bounced off a nail hidden in a log (yes, seriously), and even with safety goggles (HA! HAHAHAHAHA! All they do is protect the eyes.) on, I still split my forehead open and gave myself a concussion. 

If you get hit with an axe in real life, especially with the blunt side, bones would break, muscle would tear, and you would be out for the count, regardless if it broke the skin or not.

mosin to head would hurt more

Probably not, a Mosin to the head would most likely kill you instantly, an ax might not.
