What does being wet affect on experimental?

I searched but couldn't find an explanation. When I am "soaking wet" or "Damp," does my health go down? Do I lose effectiveness of armor from my clothes? What actually happens? Thanks.

I honestly don't think anything can happen right now, I was prone in the ocean for a good 30 minutes the other night(seeing if you can drown, which you can't). My character made sounds like it was painful, but nothing actually happened.

As of now, it only increases energy consumption rate according to Rocket.  It will later affect body temperature and getting sick.
