I'm pretty sure I read somewhere "skip Elektro". Don't skip Elektro. There's no one there anymore after almost every spawn is in Solnichniy.

 

It's a great place for loot and it's a low danger area now.

 

Seconded,

 

When I spawn, first place I run is Elektro.  Never anyone around and I can kit up pretty good.  Always some decent mil gear in a few select spots I happen to know of and can be back up to a respectable kit in less than an hour
