It's normal, if I remember correctly RO2 had something like this as well because some rifles were designed like that. I could be wrong about that though.

To reload the Mosin with only 1 bullet left, right click the ammo IN the mosin and click "eject". It will eject the bullets in it allowing you put a new 5 bullets in! :)

It's not so much the rifle design, but the way you load them. The Mosin and other rifles of that era can be loaded either with single rounds one-by-one (which also allows inserting additional rounds at any time) or by using a 5 round ammo strip (which doesn't allow reloading until the gun is empty).

The current behaviour seems to be the latter one (which doesn't make much sense, since there's no ammo strip). But I personally think it's a bug, because you can't reload the SKS, Magnum, shotgun or Blazer either as long as there's still one round in it.

I'm not sure why this isn't in the game. Mosins do have stripper clip as the one in spoiler.

If a gun can hold more than one round and does not need a magazine, then you should be able to load to it's capacity no matter the remaining amount of bullets. As far as I know, as VinceV said, the only way to prevent this is with a stripper clip.

Actually I just remembered finding such a strip for the SKS, didn't get to use it though, so they might be implemented for the Mosin at some point too.
