Hitting prone players?

Is there some sort of bug with hitting prone players? These two bandits killed my friend, and all I had was a wrench. I snuck up on one of them while crouched and virtually beat him to death. He ran away, and his friend was proned next to him with a pistol. I sat there for like 20 seconds and could not seem to land any hits on him, even as I ran circles around him while crouched. I've noticed that when I try to hit players when prone, I rarely ever land blows. Is there some sort of secret to hitting proned players w/melee weapons? It's very frustrating.
