unable to connect to servers over a specific ping

Since the last patch I've been having an odd issue where I've been able to connect to Oceanic servers but anything that is over about 110 ping tends to just fail to connect.   There was one or two LAX servers that were around 130 ping that I was able to briefly connect to but my desync was unbearable.

My friend in the US has no trouble connecting to any servers NA, EU, or Oceanic. 

I've tried redownloading the Battleye client and also done a fresh install when that did not work. 

 

I'm able to play just fine on anything based in NZ, where I am, or Australia without any problems.

 

I've been looking for 2 days for a fix but does anyone know any other things to try or can point me to another thread with possible troubleshooting?
