Can you kill them while they're unconscious?

I'm fairly new to the game, and there has been a few times where I shot someone (in self def naturally), and they're lying in front of me unconscious, I've tried pulling out my makarov and shooting them but nothing seems to happen? (ie they don't die?)

Naturally they just disconnect which is really really annoying

Yes you can, you just aim and shoot and they are dead. (that is if the server is not lagging)
