Leg Injuries

There seems to be two very bad bugs with leg injuries.

One, shooting or hitting targets in the leg does not injure the leg.

Two, if the legs are broken, logging out fixes them.

Since targets can still move around with handcuffs on, it is necessary to implement plausible leg damage in order to keep them in one place.

Legs get broken cause of bugs, 9/10 times. Maybe thats why they allow them to be fixed when relogging for now.
