On the forums or in the game?

 

The function to change name was disabled on the forums some time ago. You could PM a mod about it.

If you're talking about on the forums, you will have to private message an Administrator and ask nicely. (not a Moderator)

If you're talking about in-game, you just change your Steam display name through the Steam client.
