Berezino and Zelenogorsk both seem to be very underrated. They're both relatively safe and have some very good gear.

Berezino has 2 general stores, a hospital, a large industrial area and a fuck load of houses. You get in with nothing, you come out with supplies for an army.

It just lacks weapons. But NEAF isn't far...

Zelenogorsk has two barracks, a jail, a supermarket, heaps of general store buildings and sheds, and a military camp south of it, Green mountain (a military jail building) just north of it, and Vyborg military base a little further north than that. Best of all, there are very few players on that side of the map.
