Adding skins to an Epoch server.

Ok so I am curious about a few things and I figured this would be the place to ask it.

 

I've been wanting to run an Epoch server because quite frankly I got totally sick of all the crap I found on others. Abusive admins, 24/7 day, shitty spawn load-outs and admin bases that were clearly admin abused in so I said screw it and made my own server. Recently I got to looking at something on Epoch and noticed there were absolutely no real female combat skins. This really placed female characters at a disadvantage when it come to combat and there was quite literally one skin that was even remotely military-ish... so I wanted to change that.

 

I want to add a completely new skin to my server and I have heard a lot of things. I have heard that they would have to download a custom server file for my server to join and I also heard that it couldn't be done at all.

Yeah that's pretty much what I said, and it's exactly why I wanted it. I figured if male characters can have a full out camo fatigue with helmet, why not female skins? Doesn't make sense, and it's purely lazy that devs/mods/whatever haven't covered this issue previously.
