I personally think it is intentional. I believe they want to add to the "Urgency" of the survival situation by making tracking down some water your number one priority.

Think of yourself as washing up on the beach from a shipwreck. You're nearly dead from being lost at sea. You're out of the frying pan and into the fire.

Apparently, seeing how little (nearly no) supplies you have and keeping the condition in mind. The exception would be any spawns IN the country that may have another reason. Or could have one, at least.
