How to steal blood?

Ok so my victim is handcuffed and I have a first aid kit with all the parts. I have tested my blood type, but can I test his? After that, how to I drain his blood into a bag to use on myself?

Use your test kit to test his blood, place the blood bag in your hand and draw from him to fill the bag.  Once full combine with the IV starter kit to make a functioning blood bag.

Do you need an IV kit + bloodbag to draw the blood? Or just a empty blood bag?
