Thanks for all the replies. Schools have been my searching location. 

 

Found two M4s today on two servers in the same location, but now I'm moving to a different town and it just reset again, so I missed this chance to.

they dont spawn in military ...only attachments and ammo does 

This seems to be the case, though I did find my Mosin in a barracks but I suspect someone just dropped it in favour of an M4. Now to find a scope!

I almost always find one in hospitals; Top floor in a little store room on a shelf behind the door. Attachements and ammo in military bases. The houses with the piano often have ammo on the shelf next to the stairs.
