There's already a chest holster for your pistol.. and several chest vests..

There is a holster for your pistol, it's a chest slot.

 

EDIT: To help you out a bit more, I've seen it in school, houses, and the...hospital-ish buildings that I'm not sure if they're hospitals or not...

 

 

I think one of them was the "TEC" building from ArmA 2 in Cherno.

Ah well for that we'd need belt slots, which I'm not against, but I feel like we've got plenty of space currently as it is. Utilize all of them pockets. 

 

If they did this then we'd need more than just a pistol holster to add as that's an entirely new clothing slot. Web belts for even more inventory space maybe.
