where to get blue staff vest

i found one on a bunk bed in the barracks.   the tac vest had more pockets so i left it there.

I assume you mean the "Press" vest. It has 6 slots and I found mine at train stations. (You can find one of the train station buildings in cherno and electro down the street of the firestation by the church)

I wouldn't say all loot is "random" per say, there are areas where certain items have a higher spawn rate. Atleast from what I have experienced.

Not really.. military gear is at airfields/bases, for example. You're not very likely to find a tac vest + ballistic helmet + m4 if you're walking around in Tulga.

Yes! It seems so, I was looking for a black one so I could see how it looks instead of the blue one I have. I've joined a few servers and have yet to find another.
