Damaged food items

I know you shouldn't eat rotten food, but what about damaged cans? How safe is it to eat a can of "badly damaged" tuna?

I don't think there's something to that (yet). As far as I've seen you can disregard the damagestatus on food.

A friend of mine just messaged me on Steam, he only eats tinned food. Apparently he got extreme food poisoning from it, and is now unconscious.

Highly doubt that. 70h in game, eating ruined, badly damaged, damaged, worn, you name it, I've ate it and i haven't been sick not even once. And when i eat, i eat like 5 cans at a time, so I've eaten a lot.
