FPS Drop to 10!

I know this question is annoying but i really need a good setup i have test every youtube setup but no one make me have more than 20 fps.. this is my PC what u guys recommend?

 

AMD Athlon II X4 635 Processor (4 CPUs), ~2.91GHz

4096MB RAM

SSD Samsung 120 GB \ HDD 1TB

Asus SABERTOOTH 990FX

NVIDIA GeForce GTS 450 (PNY)

 

If u guys need anymore info let me know.. i just want get more FPS so when i go to the cities or when im fighting my fps don't drop to 10 lol

I'm running a GTX 560 and I have issues with FPS dropping. Don't know where to begin with a 450...

i know right? i mean i can play sometimes if the server is not full
