Just so everybody will sorta know who they are playing with? and if somebody combat logs or something, they can be publicly humiliated! ahahha love it? this isn't to discourage bandits, quite the opposite. instead it would be to eliminate the advantages that integrity violators have, in that their actions could be pointed out to the public.
