What does it mean if there is no time of day listed next to the server?

DayZ servers don't provide this information directly, but server admins often place the current UTC offset in the server name. DayZCommander converts this to a more readable time and allows you to filter and sort on it. This also means, if the server name displays the wrong offset, the time will not be accurate in Commander. No time just means they don't have a UTC/GMT offset written in their server name.
