how much is Player respawn time & why people go to North?

I am new , so obviously asking some stupid questions..

How much time it will take to respawn when a player die in dayZ , like in wasteland people respawn in 9-10 sec. (i still have to play dayZ , currently downloading)

I have seen in youtube videos in which people talk about heading North ... Why is that so ?

In the north end of the map you have a couple of airfields and Stary Sobor. All those locations generally have military loot. I've got a customized Stary Sobor on my server with plenty of military loot. The north is where the cool people hang out. :)
