If I download Arma 2 on one computer, and get a new one, will I be abe to redownload it for no cost?

Yes. If you use Steam you'll have no problem. I'm not sure about Amazon but I believe it works the same.

If you purchase a game on steam it will be on that steam account forever. So you can remove it for the computer and it will still be on your steam account for downloading.
