No idea what the error message says since it's not in English but you need to install and play ArmA II and Operation Arrowhead before DayZ.

Your ArmA II is still yellow in the library which indicates you are still downloading it. (Update suspended / Обновление приостановлено)

Run Arma2 up to the start menu close it then run Arma 2 OA up to the start menu then close it after doing this download Dayz Commander and install Dayz through it do not use the Steam version of DayZ

There is an install/update button in the top right of DayZCommader for DayZ, ArmA updates and all the other DayZ maps.
