Spawning Problems

So I'm trying to set up a server for me and my friends using TA2DST and I have a problem. Everything works fine for my friend, but when I spawn in all I have is 1 painkiller, 1 bandage, and the backpack. I also can't see any loot or zombies until I get close to my friend. I also cant see the debug monitor, and all the thirst, hunger, visibility, ect, displays never change. Please help!
