Uh... yup... if you can't pick it up, remove all the other nearby objects and place them somewhere else, then retry.

I removed everything out of the pack and empty my inventory and still couldn't pick it up?

Usually it's nearby objects on the ground that interfere with the ability to pick a backpack up... you shouldn't need to empty the bag itself, or your inventory.

How close nearby? There is nothing directly around it.

It only gives me the option to Open Alice Pack.....

If it's on top of a loot pile with loot underneath it, you won't be able to pick it up until you remove the loot underneath it. Aim at the pack and choose 'Gear' to see if there's loot underneath it. If it's on a dead body, you'll have to go that body's gear to get it.
