You put everything else than the HDR on normal, you know that will eat your FPS in cities right? If I remember correctly, Normal uses the CPU and not the GPU, while the game is anyway causing lag in cities even with a damn i7...

(it is CPU lag, I've seen it by monitoring my GPU temps, they don't get very high during the lag)
