Killing people who are loading

I don't know if this is a banning offence but I came across a video where a guy is just killing people who seem to be loading the game and then looting peoples stuff. Here is a link to the video which is on Youtube.

This might be a stupid question.

But did he just upload a video with his player name and GUID, exploiting the debug forrest, killing loads players, while they were receiving character data?
