Bad Serial Number Given in Setup

Ok so I had this problem before but this time I cannot figure it out. My original game CD was stolen and so I made a new steam account and purchased a new copy of the game to make sure it would not be stolen again ( maybe a key logger or something ). So I have been playing without any troubles until I recently patched to 101480 and now "I am getting bad serial number given in set up" everytime I try to launch the game. Here is what I have tried

1.) Regedit. deleted the regedit files in both the Arma 2 and Arma 2 OA.

2.) Re-ran Arma 2 through steam ( the unhacked account ) and it booted up to main menu fine

3.) Tried to run Arma 2 OA and it gets to the black Bohemia rainbow logo screen, crashes to desk top and pings a pop up message with a red X that says "Bad Serial Number Given in Setup"

4.) Verified Game Cache

5.) Reinstalled Battleye

6.) Tried downgrading to a previous version patch of Arma 2 OA.
