Hacked debug monitor?

Running along and someone teleports next to me, spawns a box with every weapon in the game.

Thing is, he "gave" me a debug monitor...anyone able to explain what's going on?

Just change servers, a hacker injected a script into the server which gave you (and possibly everyone in the server) the debug monitor.
