Ok i know this is not hard to fix; it is as easy to go in to 'regedit' and delete 'arma2' and 'arma2OA' files but i am unable to delete the files.

but the files look like this.

when the file looks like this it is unable to be deleted, because they are meant to be a diffident format?\ color .

can any one help please.

go to steam and go to your library, right click arma 2 oa, click properties, go to local files, click verify integrity of game cache.
